Mark Watson was appointed City Manager in March 2023.
Teresa V. Campo is Director of the Office of Monroe Economic Development. Mrs. Campo focuses on stakeholder engagement, organizational effectiveness, and economic and community sustainability. She is a member of the International Economic Development Council and the North Carolina Economic Development Association, holding multiple state certifications.
Mrs. Campo joined the City of Monroe in 2017, previously serving as Community Development Manager. She later transitioned to the position of Strategic Projects Manager in the City Manager’s Office, where she was responsible for executing projects that align with the City Manager and City Council’s goals. Mrs. Campo has more than 25 years of local government service.
She holds certifications as a Municipal Administrator, Zoning Official, and Community Development Administrator. Mrs. Campo earned her Master of Public Administration with Emergency Management concentration from the University of North Carolina Pembroke, graduating with Pi Alpha Alpha honors, and a Bachelor's degree in Public Administration from Shaw University. In addition to her professional roles, Teresa is an instructor in performance management systems at the University of North Carolina School of Government. Her personal journey, rooted in a military family with hometown ties in Charlotte and Wilmington, North Carolina, has shaped her professional path and dedication to community.
Donna O’Keefe, who has served as Monroe’s Downtown Manager since 2024, is the Existing Business and Industry Manager for the Office of Economic Development. She brings more than 30 years of leadership experience in workforce training, national retail management, and business development, with a proven record of translating market trends into practical, data-informed solutions for businesses. She holds a Bachelor of Science in Clothing and Textiles from Appalachian State University and is recognized for her ability to foster relationships, improve operations, and drive sustainable growth.
Walter Sprouse served as Interim Economic Development Director while the City's leadership team reorganized the Monroe Office of Economic Development.
Sprouse, a retired Monroe native, spent more than 15 years as executive director of the Augusta Economic Development Authority, where he facilitated over $4.4 billion in investments, creating over 48,000 jobs. He also served twice as the executive director of the Randolph County Economic Development Corporation.
He received the Lifetime Service Award from the North Carolina Economic Development Association in 2024. He is an honorary life member of the International Economic Development Council (IEDC). He was inducted into the Southern Economic Development Hall of Fame in 2024, where he was recognized as one of the “People Who Built the South.”
